LIFE DYNAMICS STARTS EYEWITNESS CAMPAIGN

Life Dynamics, Inc., an aggressive pro-life group based in Denton, Texas, has launched a project designed to help pro-lifers and law enforcement crack down on abortion mills that cover up for sexual predators of underage girls.

The project, called the Eyewitness Campaign, equips pro-lifers who pray or counsel in front of abortion mills with the information and know-how to act when they see an underage girl enter the facility.

“We who are praying and sidewalk counseling need to keep a sharp eye open for underage girls,” local pro-lifer Missy Smith told activists at an August 27 meeting at the Knights of Columbus Rock Creek Council Hall in Bethesda.

Smith displayed material from the Eyewitness kit, available from Life Dynamics, which includes a training video, incident report forms, and an Officer’s Guide card to help familiarize police with the law mandating reporting of child sexual abuse.

“Whenever an underage girl seeks a pregnancy test, an abortion, birth control, or treatment for a sexually transmitted disease, she is exhibiting physical evidence of sexual activity,” explains the Officer’s Guide.

“Knowledge of such activity triggers a legal duty [for medical service providers] to file a report with the state for an investigation to determine whether this girl is a victim of child abuse, sexual abuse, or statutory rape,” the Guide states.

Statutory rape is sexual intercourse between an adult male and a girl under the legal age of consent.

Statistically, 60 to 80 percent of pregnant girls aged 10 to 15 have been impregnated by an adult.

Thus, said Smith, when an underage girl enters an abortion clinic, “We have reasonable suspicion to believe that there is child abuse.

“When we see a suspicious situation, the onus is not on us to prove it,” she added;  our moral obligation as citizens is simply to report this evidence to the police.  

“We are reporting evidence of a possible felony – statutory rape.  Then the ball is in their court.”

While the reporting of such a situation by a citizen is voluntary, federal law makes it mandatory for medical facilities such as abortion clinics.

“They [the abortion clinics] must report it,” said Missy.  “The law overrides the right of privacy.”

A report is required, the Officer’s Guide states, even if the underaged girl is legally allowed to secure such services without parental knowledge, is being accompanied by a parent, guardian, or other adult, or claims to be sexually active with another minor.

But in a sweeping investigation conducted in 2002, Life Dynamics obtained hard evidence that abortion mills across the country were not only not reporting underage girls who come in for abortions or other services; they were routinely covering up clear instances of statutory rape.

When reporting a possible violation to police, Smith advised pro-lifers, “Don’t cry wolf – don’t call 911; go through the main switchboard.  You’re simply requesting an investigation.”

Life Dynamics Director Mark Crutcher cautions pro-lifers to “be prepared to be blown off by the police,” she said.  “We have to educate the police on the applicable law.”

Proof that the abortion industry is violating the law by failing to report such cases could cause them to lose their considerable federal and state funding, which would be a crippling blow, says Crutcher.

“Crutcher says this battle will be won community by community,” said Smith.

“I believe it can be the stake through the heart of the abortion industry.”
